① 하려는 일① What you set out to do

은행에서 계좌를 만들거나, 통신사에서 휴대폰을 개통하거나, 관공서에서 서류를 떼려고 한다. 창구에서 “외국인등록증 주세요”라는 말이 돌아온다.

그런데 내가 가진 것은 외국인등록증이 아니다.

You go to open a bank account, get a mobile phone, or collect a document from a government office. The person at the counter asks for your Alien Registration Card.

You do not have one.

② 막히는 지점② Where it stops

F-4(재외동포) 자격 소지자는 외국인등록을 하지 않는다. 국내거소신고를 하고 국내거소신고증(거소증)을 받는다. 근거법도 발급 대상도 다른 별개 제도다.

법적으로는 문제가 없다. 「재외동포의 출입국과 법적 지위에 관한 법률」은 국내거소신고증이 주민등록증·주민등록표 등본·초본·외국인등록증을 갈음한다고 명시한다. 종이 위에서는 완결돼 있다.

막히는 곳은 종이 밖이다. 은행·통신사·쇼핑몰의 가입 화면과 내부 시스템은 「외국인등록번호」라는 이름의 필드 하나를 전제로 설계돼 있다. 거소신고번호를 넣으면 형식 검증에서 튕기는 시스템이 있고, 애초에 그 입력칸 자체가 없는 서식이 있고, “그건 외국인등록증이 아니잖아요”라고 말하는 상담원이 있다.

Holders of F-4 status (overseas Koreans) do not complete alien registration. They file a domestic residence report and receive a Domestic Residence Report Card. Different statute, different eligibility — a separate scheme entirely.

In law there is no problem. The Act on the Immigration and Legal Status of Overseas Koreans states that the residence report card stands in for the resident registration card, its abstracts, and the Alien Registration Card. On paper it is settled.

The wall is off the paper. Sign-up screens and back-office systems at banks, carriers and online stores are built around a single field named “alien registration number.” Some systems reject a residence report number at format validation; some forms have no box for it at all; and some agents simply say, “but that isn't an Alien Registration Card.”

③ 공식 안내에 없는 이유③ Why no official guide says this

정부 안내문에 「현장에서 거절당할 수 있습니다」라고 쓸 이유가 없다. 법적으로 동등하다고 이미 명시했기 때문이다. 법무부도 재외동포청도 틀린 말을 하지 않았다.

문제는 법이 아니라 민간 시스템의 필드 설계와 창구 직원의 인지다. 그리고 그것을 관할하는 정부 부처는 없다. 어느 공식 문서에도 나오지 않는 이유가 이것이다 — 이 함정은 누구의 소관도 아니다.

There is no reason for a government notice to say “you may be refused at the counter,” because the law has already declared the two equivalent. Neither the Ministry of Justice nor the Overseas Koreans Agency has said anything untrue.

The problem is not the law. It is how private systems designed their input fields, and what the person at the counter knows — and no ministry owns that. That is precisely why this trap appears in no official document: it belongs to nobody.

실제 대응What actually works
  1. 둘 중 하나는 반드시 한다. 90일을 초과해 체류하면서 국내거소신고를 하지 않았다면, 입국일부터 90일 이내에 외국인등록을 해야 한다. 신고기간 내에 하지 않으면 200만원 이하의 과태료가 붙는다.
  2. 거절당하면 근거를 대고 상급자를 요청한다. — “재외동포법상 국내거소신고증은 외국인등록증을 갈음합니다.” 창구 직원이 몰라서 그런 경우가 대부분이고, 상급자 선에서 대개 풀린다.
  3. 이사할 때는 이름이 또 다르다. 전입신고가 아니라 거소이전신고를 14일 안에 해야 한다. 이건 과태료보다 더 큰 것이 걸려 있다 — 하지 않으면 새 집에서 임대차 대항력이 생기지 않아 보증금이 무방비가 된다.
  1. You must do one or the other. If you stay beyond 90 days without filing a domestic residence report, you must complete alien registration within 90 days of entry. Missing the filing window carries a fine of up to ₩2 million.
  2. If you are refused, cite the statute and ask for a supervisor — “Under the Overseas Koreans Act, the Domestic Residence Report Card stands in for the Alien Registration Card.” Most refusals come from a counter agent who simply does not know, and a supervisor usually resolves it.
  3. When you move, the name changes again. You file a relocation report within 14 days, not a resident move-in report. More than a fine rides on this — skip it and your lease acquires no opposable right at the new address, leaving your deposit unprotected.
확인 못 한 것Not yet verified

2019년 전후로 거소신고번호 체계가 외국인등록번호와 통합되었다는 이야기가 돌지만, 이번 조사에서 1차 근거를 확보하지 못했다. 재외동포청·법무부 확인 전까지는 사실로 쓰지 않는다.

There are claims that the residence report numbering was merged with the alien registration numbering around 2019, but we could not obtain a primary source. Until the Overseas Koreans Agency or the Ministry of Justice confirms it, we will not state it as fact.
